London Lane Rental Scheme to incentivise utility companies

It is estimated that congestion caused by roadworks costs the London economy up to £750 million per year. Boris Johnson is lobbying parliament to introduce a ‘Lane Rental Scheme’ by 2012.

It will make utility companies more accountable for digging up critical roads during peak times, by placing the financial burden on them. The suggested charge on roads marked as critical, is £1,000 per day for planned work and £1,500 for emergency work to encourage preventative action.

London’s local authorities anticipate the scheme will:

  • incentivise utilities companies and highways authorities to develop faster and more effective methods of completing roadworks on critical routes
  • deliver congestion savings of up to £200 million per annum
  • encourage preventative measures to be taken to avoid repeated excavation of the same roads
  • reduce duration of works on critical roads by increasing the cost of the disruptive period
  • encourage works to be carried out at night.
